New Jersey County Jail Wardens Association
General Monthly Meeting: March 12, 2008, Antonio’s Restaurant, West Trenton, New Jersey.
Meeting called to order 10:25 AM, quorum present.
Meeting Minutes: Copies distributed and posted on web site, Warden O’Neill advised that there was an omission of the DOC subcommittee report from the February meeting, which he would correct and repost, on the web site. Motion to waive the reading of the minutes and accept as posted with the correction, second and passed Cumberland/Frank Mazzone.
Executive Board Meeting: Warden O’Neill reported that the Executive board met in Tom’s River on March 7, 2008. Members present were Warden Johnson, Director Wagner, Frank Mazzone, Warden O’Neill, Warden Saunders, Warden Harron, Tony Fuccello, Director Aviles, and Dennis McGuigan from MACGLOCLEN.
Director Wagner advised that he met with C-TAC when they held their meeting in Hunterdon County and spoke briefly on the formation and focus of the committee both historically and in the present.
The primary focus of this executive session was to further develop the training component of the conference. Dennis McGuigan advised that MAGLOCLEN will be able to provide assistance in marketing the conference to all the regions they service primarily NJ, MD, and PA, provide hand out materials such as note pads pencils etc. receive registrations and coordinate with our treasurer to forward payments, and arrange for all audio visual technology. MAGLOCLEN will also provide trainers such as Brian Norcross to do a session on Critical Incident Survival, and a presenter to do Officer Mental Health Issues, Stress and Suicides, or Islamic Militant Recruitment in Jails.
Dennis will need our conference info as soon as we can get it to him for advertising purposes in their publications.
Preliminary schedule will include one day for breakout sessions directed primarily supervisors, officers and C-TAC members. The general session will consist of one and one half to two days for legal issues to be presented by a representative from the NIC. Warden Hutler is coordinating that training. Wednesday morning the conference will open with CEOY presentations and a guest speaker before lunch. There will be a dress code for the opening session including CEOY presentations, and guest speaker.
Frank Mazzone will contact Bob Clay Md. DOC ret. As a possible guest speaker.
Treasurer’s Report: Director Aviles reported the following account balances:

To date we have 16 paid vendors for the conference and 5 counties have paid their 2008 dues. Motion to accept report, second and passed Somerset/Cumberland.
President’s Report: Warden Harron advised the he received the notice that NIC will assist with our conference by providing a presenter for legal issues. That agreement will be finalized later through Warden Hutler.
Legislative Report: Copies distributed, Tony Fuccello advised that the main issues of interest were the Corrections Officer Act, which defines titles and positions, not generally favorable to the Wardens, A 1277 and the Corrections Officer County Residency Bill A 2239. The Stun Gun bill will be addressed under unfinished business.
Director Wagner Questioned A 2331 which retitles State Correctional Police Officers and addressed the issue brought up by the DOP advising that corrections officers can not work in positions listed for police officers. If this is the case for this bill county corrections should be included as many corrections officers throughout the state are also assigned to task forces, prosecutor’s special teams, etc and this can have an effect on those assignments. Warden Cicchi will discuss this with Dermot O’Grady from the PTC and get back to the association with an opinion. We will also reach out to Nick DiRocco from NJAC for assistance on this bill.
Undersheriff Ust from Bergen County advised that his office is extremely interested in A2327 allowing accelerated training from C/O position to S/O or P/O position and bypass street list civil service. Bergen needs to fill positions in Sheriff’s Office and has trained C/Os but can’t appoint them. The association was not generally in favor of the legislation in its original form as drew trained and qualified officers away from their jails.
Scholarship: Warden Saunders advised he has no new information on the golf outing other than the applications ore posted on the web page. The new scholarship applications will be updated with information contained in the new by-law and posted on the web page in the near future.
Conference: Warden Johnson reviewed the preliminary suggestions from the C-TAC report and they will be combined with what was proposed by the Executive Board. Director Wagner heard from Warden Hutler and he advised that NIC will provide a speaker for a one-day session (up to 6 hours) on legal issues and Mr. Collins is available. Both Warden Cicchi and Director Wagner advised that he is a good speaker and recommended we select him. That will be set up for the main session.
Frank Mazzone advised that Bob Clark will not be available as a speaker for the opening session of the conference.
PTC: Warden Cicchi advised there is no new information and that the commission will be meeting in April.
C-TAC: Copies distributed and posted on the web page, Lieut Marazo advised the committee met in Hunterdon County and the Performance Objective Committee will be meeting tomorrow in Hunterdon County and in the following months in Essex and Ocean Counties. Any county who wants to have a representative on the committee should send them to the meetings. A sample of the performance objective for 10A was developed and will be similar to those in 2C.
The C-TAC will meet at 8:00 on the opening day of the conference prior to opening ceremonies.
Membership: Director Wagner advised that as stated in the Treasurer’s report there are currently 16 vendors paid for the conference.
CJIS: No report.
DOC: Grace Rogers advised that county numbers are good and continuing to come down. Things are going well with the property issue and asks that counties try to reduce even further the property coming down to state prison.
Joe Hartmann commented on the recent e-mail sent out re: 10A changes and updates to the inspection manual. All counties should have received it.
CCIS: Copies distributed, Paul Dermody reported on the following issues:
CCIS Database Conversion Project will be complete on April 6, 2008. Testing will be done on April 4, 5, and 6, 2008 there will be down time during those dates and notices will go out to each county.
CCIS data to DOC.
Two Active Grant Projects, CCIS LiveScan Interface and E-VNF.
CCIS Vendor Interface.
Vendor Interface Grant.
ATS-ACS (Municipal) Automatic Warrant Lookup Grant Application.
OAG: Nick Deluca advised the notification letter re: picture-link phase will be going out shortly to those counties involved in the project.
CODIS is getting 30-35 hits per week on the DNA samples submitted by jails and Sheriff’s Offices.
Problems with the live scan system post update is due to a software issue with Sagem Morpho causing a sensitivity issue and is being worked on and will be corrected. Counties experiencing these and other problems should go through the Sagem Morpho help desk and not directly to the tech.
Warden Fraser asked about the time frame to begin the search and return capability with the live scan and State Police. Nick advised the State Police is still having issues with their new AFIS System and it is hoped that it will be in about two months.
NJAC: No report.

Unfinished Business: Re: Senate Bill S182 on the Stun Guns, Warden Harron advised that he received no requests from any of the counties and at this time it is recommended that our association, like the DOC and State Police remain neutral on the bill until we see what comes out of the fact finding study.
New Business: None.
Good of the Order: Warden Saunders asked if any county knew the motive behind the OPRA requests being received at some counties from Seton Hall University.
Bergen County questioned any known information on the recent Strip Search Suits filed in the state. Discussion will take place after the general meeting in closed session with any interested county representatives and DOC.

New Jersey P.B.A. President Tony Wieners addressed the association on general issues of interest and a hope to be able to work together on matters of mutual benefit down in Trenton. Brief reference was made to issues such as Officer Safety, and Residency.
Meeting Presenter: Chenoa Mike Fortino discussed inmate document management system, which can be used in conjunction with Jail management system not in place of it.
Counties in Attendance: Somerset, Cape May, Monmouth, Hunterdon, Union, Middlesex, Passaic, Gloucester, Bergen, Atlantic, Hudson, and Cumberland.
Others Present: DOC, OAG, AOC, NJ PBA, GTL, Oasis, Secure Alert, and Chenoa (Presenter).
