General Monthly Meeting: June 10, 2009 Southwinds Harbour Marina Lacey Twp. New Jersey.

Meeting called to Order 10:20 AM quorum present.

Meeting Minutes: Copies distributed and posted on web page, motion to waive reading of minutes, second and passed Hudson/Cumberland.

Executive Board Meeting: Warden O’Neill reported that the Executive Board met in Tom’s River on June 5, 2009. Members present were Director Wagner, Warden Fraser, Director Aviles, Warden Saunders, Warden Cicchi, Warden O’Neill, Frank Mazzone, and Dennis McGuigian from MACGLOCLEN. The Primary topic of discussion was the training aspect of annual training conference. Director Wagner made the following recommendations:

Prison Radicalization, Dennis advised he has someone who can do that section, Wayne Robbins from DOC.

Katrina Spinaris Tudor from Dessert Waters, will present Stay Well Strategies for Corrections. Cost will be $1,200.00 per day plus travel. Course books will be available for $2.25 each.

Carrie Hill will present Legal Issues Her cost will be $1,000.00-$1,500.00 plus air fare and room.

This will represent the main training component. MAGLOCLEN will advertise in their publication and covers 8 state region and 1,700 agencies. Mailing will go out in July.

Hotel expense will be $105.00 plus fees per day.

In recognition of 50th anniversary and in light of economic issues registration will be free including conference materials and the 6 meals.

Nominations for CEOY should be into Warden Cicchi by August 7, 2009 so awards can be prepared.

Honor Guards and Pipes and Drums will be sought to kick off the presentations.

MAGLOCLEN will prepare conference materials including badges, attendance lists, certificates and booklets, and will handle registration and provide A.V. equipment.

Warden Thomas and Director Aviles are looking into three golf clubs along with Avalon for the golf outing. The price will be increased by $25 to include more giveaways such as conference hats or shirts etc.

Meeting expenses approved and meeting adjourned at 1:45 PM.

Treasurer’s Report: Copies distributed, Warden Hendricks reported the following account balances:

Scholarship $23,348.88

General Checking $26,230.37

Investment $1,000,000.00

Total assets $149,579.25

To date 13 vendors and 13 members registered for the conference.

Motion to accept report, second and passed Somerset/Hudson.

President’s Report: Warden Cicchi reported that the Aramark fishing trip will be held on August 12, 2009 so there will not be a monthly meeting to accommodate members who wish to attend.

Warden Cicchi advised that the Executive Board would like to "spruce up" the opening ceremonies and CEOY presentations and reminded the membership that attire for that session will be Business Attire or Class "A" Uniform, the remaining sessions will be Business Casual. Color Guard or Pipe and Drum units are requested if your agency has one and you would like them to participate.

Legislative Report: Copies distributed, Tony Fuccello was not present and there was no discussion on report. Warden O’Neill discussed an e-mail regarding a federal bill SB 2009 which would require residents to claim owned weapons and be taxed on them. Association was unanimously against any such legislation. Warden Cicchi directed Frank Mazzone and Tony Fuccello to investigate the bill and report back to the association.

Scholarship: No report. Applications for 2009 scholarships are due to an Executive Board member by July 7, 2009.

C-TAC: Copy attached, Lieut. Marazo reported on the following: The committee met in Hudson County on June 3, 2009. Members present were Hudson, Monmouth, Cape May, and Hunterdon. The completed POs going to the P.T.C. were reviewed. The POs included instructor notes referencing 10a:31.

Conference: Director Wagner advised the theme for the conference is Past, Present and Future of Corrections. Wednesday will kick off the ceremonies that evening with the dinner and presentation of the CEOY Awards. Tony Fuccello is working the list of retired Wardens/Directors. We are booking nationally known speakers to draw attendance and MAGLOCLEN will be participating as noted earlier and there will be a session on Press relations from a member of the media re: "Why No Comment Doesn’t Work".

Tim Miller from GTL advised that he is working on approval for a breakout session for investigators and offering a certification, based on approval from the Association.

P.T.C. Warden Cicchi met last week with and there was nothing for Corrections the Performance Objectives were delivered on time, which is a great compliment to our Association, especially the C-TAC group who completed the objectives. Our Association owes a great deal of gratitude to those members and the counties who made them available for the task. An appropriate token of that gratitude will be made at the conference.

C.J.I.S.: Captain Fatigante reported that there was no meeting in May. There are two grants for the association that are still in the process.

D.O.C.: Joe Hartmann advised that they are starting the process for the review of 10A:31 and if anyone has anything to submit for consideration they should forward it to our association to respond on behalf of all our members. The Association will appoint a committee to handle the review requests.

No word yet from the A.G. Office on the search updates to 10A:31. Any requests for updates on the progress should be made to D.A.G. Ellen Hale at the A.G.s office. Warden Cicchi and Warden O’Neill will work on a response.

CCIS: Copies attached, Paul Dermody reported on the following issues:

CCIS Statute Scoring for Objective Classification.

CCIS STG data potential transmission to State Police.

Bergen County CCIS Usage.

Single Entry Transaction.

CCIS-LiveScan Interface.

Vendor Interface Grant.

OAG: Copy attached, Nick Deluca reported on the following issues:

JAG FY-09 Grant, 144 LiveScan and Mug Shot units for the remaining PDs in New Jersey.

Criminal ID Theft Legislation Still pending A2218 and S2119 AG to develop guideline for fingerprinting all arrests.

Inmate Transport Paperwork Checklist (Standardized Jail Commitment) Essex County Pilot Program going well Planned implementation countywide in July or August. Warden Thomas in Atlantic is coordinating a meeting for the program in that county.

NJAC: No report.

New Business: None.

Good of the Order: Warden Saunders advised he will be taking leave form this point until his retirement and thanked the Association for all their assistance through his years as Warden and President of the Association. All members expressed congratulations on his upcoming retirement and their thanks for his hard work for the association over the years.

Director Wagner advised that Warden Hutler is again ill battling cancer and asked that all keep their thoughts with him.

Armand Castelli from Aramark passed out flyers for the August fishing trip, aboard the Suzie Girl out of Belmar. Counties should call in numbers attending to Armand or e-mail him the info.

Next meeting will be on July 8, 2009 at the Tuckahoe Inn in Beesley Point.
