New Jersey County Jail Wardens Association

Regular Monthly Meeting: July 8, 2009 McLoones Pier House, Long Branch, New Jersey.

Meeting called to order 10:20 AM, quorum present.

Meeting Minutes: Copies distributed and posted on the web site, motion to waive reading of minutes, second and passed Hudson/Hunterdon.

Executive Board Meeting: No meeting was held, no report.

Treasurer’s Report: Copies distributed, Warden Hendricks reported the following account balances:

Scholarship Account: $23, 348.88

General Checking: $24, 782.02

Investment Account (Scholarship) $100,000.00

Total Assets: $148,130.90

President’s Report: Warden Cicchi reminded all members that the Fishing trip is approaching and many counties have not called in their numbers yet. All should forward that number to Armand Castelli as soon as possible.

Warden Cicchi introduced Harvey Goldstein from I.S.P. to the members and asked that he give a brief overview of the A.O.C. program and answer any questions from the membership. Mr. Goldstein advised that the program has been is existence for 26 years and was designed to reduce state costs by lowering the state prison populations and removing the eligible inmates to a highly regulated supervision plan. The main problem the county jails have is that I.S.P. inmates who are violated are returned to county jails, sometimes for long periods of time before they are released or returned to prison at the expense of the county taxpayers and should be the responsibility of the state. Mr. Goldstein advised that if they are accepted into the program the state sentence is revoked and they are considered to be on the same level as probation clients. They should not be in the county jails for long periods of time. Any problems should be forwarded to him for review. Warden Cicchi will be in contact with Mr. Goldstein’s office regarding pressing the A.O.C. for funding for these inmates.

Legislative Report: Copies distributed, Tony Fuccello reported there was very little activity in Trenton. A3694 allowing County Sheriffs and jails to hire laid off officers without using civil service list, passed Assembly and is now in Senate.

Scholarship Committee: Warden Thomas advised that the final day for submission to an Executive Board member is today. There are currently 12-13 applications on file. They will be reviewed and selections made and announced in September.

Conference: Director Wagner advised that copies of the registrations are on each table, there is no fee and it is all inclusive except hotel reservations. Please get your registrations into MAGLOCLEN.

Tim Miller from GTL advised that the material for the break out session of the phone system will be available for the Executive Board to see at their next meeting. The session for investigators should be 1-2 hours and will be adjusted to the number of participants.

Golf: Director Aviles advised that the application and brochure are on the web site for players and sponsors. Avalon Golf Club has promised much better service and food this year. He will have the golf shirt available for members to see at the next meeting.

PTC: Warden Cicchi advised there was no meeting, no report.

C-TAC: Lieut. Marazo advised the committee will meet next week, no report.

Membership: No report.

CJIS: No report.

DOC: Joe Hartman would not be at the meeting in time. He advised Director Wagner that Riverfront facility is now completely closed and the current backup is approximately 1559 state inmates in county jails.

Any recommendations for changes to 10A: should be made to the Association for presentation to the Commissioner.

Association advised of A3886 which would allow county facilities who meet criteria to dispense opiates when prescribed.

A3607 will entitle inmates to veterans benefits.

Search updates for the code are still with the DCJ awaiting approval.

The PREA recommendations have been sent to the U.S. Attorney General if they are approved they will be binding on Federal Bureau of Prisons. It will be up to the individual State A.G.s if they want to adopt them in whole or in part.

CCIS: Copies distributed, Paul Dermody reported on the following issues:

Completed CCIS statute scoping for Objective Classification.

CCIS Live-Scan interface.

Vendor Grant interface.

 

 

 

OAG: Nick Deluca updated the following earlier discussion topics:

Meeting in Essex County with Jail and Police Chief and other law enforcement agencies.

Upcoming Atlantic County Meeting tri-County Chiefs, Atlantic, Cape May, and Cumberland re; Live-Scan, ID Theft Legislation and Inmate Transport Form, where Nick will brief the attendees on the Essex success.

NJAC: No report.

Bills and Correspondence: None.

Unfinished Business: None.

New Business: Director Riordan, Union County advised they are going for a new information management system and asked for input from any county that has previously done the project.

Good of the Order: Director Wagner advised that Warden Hutler is currently undergoing heavy duty treatment for cancer and asked that all members keep him in their thoughts.
