General Monthly Meeting: February 13, 2008, Antonio’s Restaurant West Trenton, New Jersey.

Meeting called to order 10:35 AM, quorum present.

Meeting Minutes: Copies distributed and posted on web site, motion to waive reading the minutes second and passed Cumberland/Middlesex.

Executive Board Meeting: Warden O’Neill reported that the Executive board met at the Grand Hotel in Cape May to set up meeting, lodging, and meal arrangements for the 2008 conference. Members present were Warden Hutler, Director Wagner, Frank Mazzone, Warden Johnson, Warden Saunders, Warden O’Neill, and Warden Harron. Lodging arrangements will again be the responsibility of each county to be made directly with the Grand Hotel. Room rates for this year will be $99.00 per night. Meals provided at the conference will include the following:

Wednesday-Coffee at registration 8-10 AM, lunch with the vendors, Cocktail hour, dinner buffet and band.

Thursday, Breakfast, lunch with vendors, cocktail hour, no dinner.

Friday, breakfast and lunch.

The Golf Committee will seek prizes in addition to those funded by the association.

Warden Hutler will reach out for a representative of the NIC to provide instructor(s) for a legal issues training block at the conference. Warden Cicchi will coordinate with C-Tac to develop breakout-training sessions in addition the above.

Treasurer’s Report: Copies distributed, Director Aviles reported the following accont balances:

Scholarship $100,038.98

General Checking $19,569.71

Total Assets $119,608.69

Director Aviles advised that the accountants have all the books for review however if the association wanted an actual audit it would be an extremely in depth process and a considerable expense. What had been done in the past was a review of the account balances and handling of the books. The association was satisfied with a review as had been done in the past. The 2007 taxes have been filed and annual report and charitable non-profit review completed.

Motion to accept the Treasurer’s report, second and passed, Somerset/Atlantic.

President’s Report: Warden Harron announced that the association’s representative to the CJIS committee is Captain Fatigante from Monmouth County.

The letter has been sent to Paul Dermody from AOC re: preparation of the report of I/m population which may be linked to counties web sites for public access.

Contract has been signed with the Grand Hotel for the conference.

Nick Deluca will report on the update of the photo imaging grant project.

Legislative Report: Copies distributed, Tony Fuccello advised on the following legislation:

Stun gun legislation will be on the floor on 2/14/08.

New bills introduced A184 enrollment in PFRS.

Voting Sessions, Senate-March 3 and 17, 2008.

Committee Agenda, A-182 Stun Gun bill posted for discussion only S-271 calculation of pension benefits posted by pension an d health benefits commission for February 29, 2008.

Scholarship: Warden Saunders Advised the Golf outing registration will be posted on the web page.

Conference: Warden Johnson advised there was a meeting re training component and Warden Cicchi will have a report on it with C-TAC copies distributed.

PTC: Warden Cicchi advised that Dermot O’Grady brought up an issue with regard to provisional officers who have not been trained, that by pension regulation they are not enrolled in the pension system. Many questions arose regarding whether their pension payments have been being deducted and other issues affecting their eligibility. Warden Cicchi will have Mr. O’Grady forward a letter to Warden Harron and he will notify each county to take up with their H.R. Offices.

C-TAC: Copies distributed and posted on web site. Lt. Marazo advised that he mailed out the two remaining pages of the Mutual Aid Manual and the C-TAC By-Laws for review.

Inclusion of 10A:31 in the training standards will be put before the PTC. Lt. Marazo a representative from the association and Joe Hartmann will assist. It is hoped that they can be placed on the PTC agenda for possibly June of this year.

C-TAC would like to have breakout training sessions at the conference. The following recommendations were made for Gang Intelligence, Emergency preparedness-jail evacuations I/C 100 and 700. Warden Cicchi is recommending Legal Responsibilities and authority in corrections.

Membership: Director Wagner advised that there are 8 vendors committed so far for the conference. Any county who has contact with a vendor who is interested should refer them to the web site.

CJIS: Capt. Fatigante advised that there is no funding for any 07 or 08 projects yet. The grants that were open such as the photo-imaging project that have not been paid yet are still open. Re: dispersal of funds through an organization such as the NJCJWA is not permitted.

CCIS: Copies distributed. Paul Dermody advised that the completion of the database conversion is expected to be April 5, 2008. Just prior to that there will be substantial outages beginning that Friday night for 24-30 hours. Other issues discussed included:

Lawsuits concerning inmate strip search.

The letter from Warden Harron re the report for the internet posting.

CCIS database conversion project.

CCIS data to DOC.

Two active grant projects, CCIS-Live-Scan interface and the E-VFN project.

CCIS Vendor interfaces.

Vendor interface grant.

ATS-ACS (Municipal) Automatic Warrant Lookup Grant Application.

DOC: Joe Hartmann announced the following personnel issues: Brian Riordan has been appointed as the new Director of Corrections for Union County, Director Riordan was formerly with the NYC Department of Corrections at Rikers Island, Brigite Mitchell-Morton has been appointed as an Assistant Commissioner, division of Programs and Community Service for the DOC, and John Robertson is the new director of Operations and will be attending the association meetings most of the time in place of Dan Debenedetti.

OAG : Nick Deluca provided a handout of a letter going out to the counties that will be entering the third phase of the grant project. The grant cannot go to the NJCJWA it can only go to government agencies. $4,255.00 will be available to each of the counties to complete the sending of the photo ID to the State Police. NO matching funds are necessary. Once the installation is complete the county must pay for the update, send the letter of completion and satisfaction with a copy of the invoice (proof of payment) the the grants division and the county will be reimbursed.

Report on DNA project advised that several hits have been made on DNA samples submitted by the jails.

$485,000.00 grant funded for upgrade of the Live-Scan equipment currently in progress. Hunterdon County and other jails having some problems with the equipment after the upgrade.

NJAC: No report.

Parole: No report.

Bills and Communications: Warden O’Neill submitted a bill for photocopying supplies for minutes and other monthly reports, and invoice for plaque presented at Somerset County Corrections Academy graduation on behalf of association. turned over to Director Aviles for processing.

Unfinished Business: None

New Business: Question on the floor re: the Stun Gun bill and association position. Not enough information known now for association to present an opinion. Wait to see what information comes out of the committee in the House and Senate.

Good of the Order: Director Aviles advised that due to loss of corrections positions in the Passaic County Corrections Division there are a number of lay offs and advised that there is a large pool of good officers available.

Federal Government possibly eliminating SCAAP and reducing NIC budget.

Director Merline advised of the accidental death of Sgt. Cruz of his department5 and a fund raiser for the family will be taking place in the form a bike ride form Lakewood to Atlantic County Jail. Motion to donate $500.00 in memory of Sgt. Cruz second and passed, Frank Mazzone/Cumberland.
