General Monthly Meeting: December 9, 2009 UVA Restaurant Bradley Beach, New Jersey.

Meeting called to order at 10:25 AM, quorum present.


Meeting Minutes: Copies distributed and posted on the web site, motion to waive reading of minutes and accept as posted, second and passed Hudson/Hunterdon.

Executive Board Meeting: No meeting was held in the month of December.

Treasurer’s Report: Copies Distributed, Warden Hendricks reported the following account balances:

President’s Report: Warden Cicchi advised that his report would concern the 2010 conference so we would defer to Director Aviles when he presented his report.

Warden Cicchi introduced John Donnadio the former representative from NJAC who will attend meetings when is able to help update the association on legislative issues. John discussed 4 bills:

A4199- which was of concern to the association and through the efforts of Sheriff Provenzano of Somerset County/SANJ and Princeton Public Affairs was able to get counties removed from the bill.

A4054 – Monmouth County would permit the hiring of laid off juvenile detention officers without civil service certification.

A4075 – Monmouth County defines the qualifications for hiring county correction officers, state residency requirements and duties of wardens and directors.

A4285 – Barnes Middlesex requires jails to continue prescribed medications for new inmates. Warden Cicchi will contact Assemblyman Barns to make sure it does not include methadone maintenance.

Legislative Report: No report.

Scholarship: Warden Thomas advised that Warden Cicchi is awaiting documentation from the last few recipients before those checks go out.

Conference: Director Aviles and Warden Cicchi advised the time is at hand when arrangements have to be made to finalize the site for the 2010 conference and golf fund raiser and will need approval if we are going to try a new site. The current one under consideration is Ocean Palace Hotel and Conference Center in Long Branch. The cost is very close to what was spent in Cape May and it is a much newer hotel/conference center with all the necessary facilities. There was discussion from the floor that the association should at least try a new place and should move regularly to locations in the North, Central, Southern parts of the state. A central area would be more accessible a larger number of counties and moving it around will enable more counties to send staff for individual days or sessions without having to provide accommodations. There are also many good golf venues in that area to hold the Scholarship fundraiser. Motion to authorize the committee to finalize plans for the 2010 conference in Long Branch was second and passed Hudson/Hunterdon.

Discussion continued with regard to exploring if there is interest in combining with Pennsylvania Wardens or New Jersey Juvenile Detention Association. It was recommended that we limit our effort to explore that with one other agency for the immediate future. Warden Cicchi advised that he was contacted by Greg Lyons from New Jersey Juvenile Detention Association and they believe they may be interested but would like to meet and discuss possible plans before committing. It was felt that this would be a good match for a trial joint conference. Warden Cicchi will meet with Greg Lyons in January 2010.

C-TAC: No report, next meeting will be 12/10/09 in Hunterdon County.

PTC: Warden Cicchi advised that there will be a change in the training for police and correction officers to include suicide awareness. The C-TAC will meet with representatives of the Commission re the performance objectives and the proposals will be put to a vote.

Membership: No report.

CJIS: No report.

CCIS: Copies distributed. Paul Dermody discussed the following issues:

Aramark FTP interface is complete.

CCIS Work Request Summary for 2008-2009 Report distributed. 53 completed for 2009 and 36 for 2009.

Vendor Interface Grant: Vendor Jail Management System Method analysis complete and AOC management is reviewing now. No meeting date with Association set.

OAG: Nick DeLuca reported on the following issues:

DISI and NJSP processed 2,559 records for 5 counties. System working in real time and remaining counties will be implemented in near future.

CCIS gang data is not being forwarded to NJSP. It is still working on interface target is March 2010.

Live Scan/Mug Photos purchase for 139 local PDs has been placed on hold funds frozen. Nick anticipated funding release in 45 to 90 days.

NJAC: No report.

Bills and Communications: Warden Cicchi received communication from Greg Lyons from NJJDA see conference report.

Unfinished Business: None

New Business: Warden O’Neill advised that information was received that Congress has restored the SCAAP funds to the federal budget for FY 2010. We will need to keep an eye on this.

State Police Intelligence Unit Detectives Daniel Bergen and Kevin Plumaker discussed their unit main focus is gang issues and are looking to partner with local agencies for intelligence unit. "It will be a two way effect." "They will take our info and give us what they think we need to see." Any county who wished to discuss the issue can reach them at (732) 431-3610.

 

The A.O.C. has established a new committee to deal with issues such as electronic discovery for criminal cases, confessions and statements. The committee will meet in Trenton at the justice complex. Any member who wishes to sit on the committee and represent the association should contact Warden Cicchi.

Parole: Sean Asay reported they will be instituting a new procedure with regard to parole warrants. Once an inmate has a parole violation hearing and there is a decision to revoke parole they will no longer assume jurisdiction over the inmate and will pick up the warrant. They will also no longer issue a max date as that is up to the jail. He claims they will give the jail proper information as far as lost time so the jail can establish the new max date. The association membership is skeptical as to whether the new procedure is in the best interest and will work.

Meeting Presenter: Touch Pay handout distributed, Jeff Olsen reported on the new options regarding Kiosk systems to provide deposits in inmate accounts, commissary sales, and other inmate financial services in real time, at no expense to the jail.
