General Monthly Meeting: December 12, 2007 Tuzzio’s Restaurant, Long Branch, New Jersey.
Meeting called to order at 10:15 AM quorum present.
Meeting Minutes: Copies distributed and posted on web site. Motion to waive reading of minutes, second and passed Cumberland/Middlesex.
Executive Board Meeting: The executive board did not meet in December. No report.
Treasurer’s Report: Copies distributed, Director Aviles reported the following account balances:
Scholarship $100,000.00
General Checking $9,648.00
Total Assets $109,648.00
All appropriate financial filings have been done on time and the books are with the accountant for auditing.
The 2008 Budget was distributed for review. The proposed budget anticipated income of $70,823.00 and anticipated expenses of $49,100.00. Total anticipated surplus for 2008 is estimated to be $21,723.00.
Motion to pass the budget as presented second and passed unanimously by show of hands, Somerset/Middlesex.
President’s Report: Warden Harron reported on the following issues:
Conference dates have been set for 2008. The conference will be held at the Grand Hotel again on September 24, 25, and 26, 2008. There is no conflict with Juvenile Justice Association and MAGLOCLEN will be able work with us on the conference. The Scholarship Fund Raiser Golf Outing will again kick off the conference at the Avalon Golf Club on Tuesday September 23, 2008.
After some negotiation we will be able to stay with our current "Bill Trak" system provider, as we were able to realize a cost reduction from $1,900.00 to about $900.00 per year.
New Committees for 2008, Warden Daryl Johnson will head the committee for the conference accommodations, Director Wagner will continue as the membership committee leader to coordinate events and participation with the vendors, Warden Saunders will head the Scholarship Committee, Tony Fuccello will remain with the Legislative Committee and Warden Cicchi will head the training component of the conference. Volunteers are needed to assist these chairmen, please contact Warden Harron if you are able to assist.
Legislative Report: Copies distributed, Tony Fuccello was not present, Warden Harron reported on the following legislative activity:
New Bills, Package of bills introduced by Assemblywoman Coleman pertaining to inmate reentry that may seriously affect county corrections, A4574, 76,77,and 78.
S2941 prohibits a residency requirement within the county.
A2281 requires suicide and mental health screening in county juvenile facilities.
We will ask that Dominick DiRocco and Tony to continue to monitor their progress and we will decide if we need to oppose the bills.
Voting Sessions, Assembly Dec. 13,2007 Jan. 7 and 8 2008, Senate Dec. 10 and 17, 2007 and Jan. 3 and 7 2008
Nominations, County Prosecutor Sean Dalton Gloucester and superior court Judges Benjamin Telsey, Marc Baldwin and Michael Hogan.
The membership discussed the upcoming passage of a bill that would eliminate the death penalty and support of an amendment that would allow it to continue in certain cases such as the murder of a law enforcement officer or correction officer. Warden Harron will send off a letter to NJAC and the Governor’s office but we may already be too late as passage may be eminent.
CCIS: Copies distributed, Paul Dermody reported on the following issues:
STG Update, Disclaimer Screen will be developed after the database conversion. There was discussion but no further resolution of the liability issue. Nick Deluca advised that he met on a few occasions with a Deputy A.G. on the issue of liability for misuse of the information and they cannot give an opinion as CCIS is part of the AOC, a judicial system and the issue needs to go through them. The issue was tabled indefinitely.
CCIS Database Conversion Project
SSA Monthly Tape, Agency is requesting a new method of transmission.
CCIS interface. CHS for Hudson County, vendor interface for Warren County and detainer data for DOC.
CCIS-LiveScan Interface, Programming complete awaiting test with State Police.
E-VNF Project, form now is system test and documentation
ATS-ACS (Municipal) Automatic Warrant Look-up, Application submitted for federal grant no guarantee it will be approved.
C-TAC: Lieut. Marazo reported that the committee will meet on January 2, 2008 at Atlantic County Fire Academy. The committee has been in touch with Brian O’Neill from DHS re presenting ICSM313 with a focus on correction scenarios but they prefer not to limit participation to one type of agency and the next training would be a maritime disaster scenario.
The final touches for the Performance Objectives for 10A are being done and the missing pages from the resource manual will be going out soon.
PTC: Warden Cicchi reported that the commission met last week but there were no topics specific to corrections but there was discussions re: excessive training extensions for the academy and certain county correction facilities were among the noted agencies. Pam Bond did ask him to relay her thanks to the county jails for getting her the updated info she asked for last month.
DOC: Dan DiBenedetti advised the DOC medical unit has again requested better communication before inmates are transported with serious medical conditions or contagious illnesses.
OAG: Nick Deluca reported that he got more info on the maintenance fee issue for the Live Scan units. Since the updates were done the maintenance required is less difficult so the cost was reduced and that year of maintenance should be added on to the existing maintenance contracts.
The search and return function of the Live Scan and Fast ID is not possible yet due to the heavy volume of requests, possibly ready by March.
NJAC: No one present, no report.
Parole: No one present, no report.
Old Business: None.
New Business: Warden Saunders asked the members if any county had issues with DOC re: refusing to pay the training reimbursement for an officer they hired away from the County who then failed to complete the DOC Corrections academy. Cumberland County currently has the issue but no other counties have. The general feeling was that it shouldn’t make any difference if the officer stayed with DOC or not they still hired a trained officer away from the county.
Good of the Order: Warden Harron presented Director Merline with a plaque and a gift certificate from the association in thanks and recognition for his years of dedicated service to the NJCJWA as an Executive Board member and President. On behalf of the Association, Thank you Gary and Best of luck to you in the future!
Correspondence: Thank you letter received from scholarship recipient, Michael Johnson from Monmouth County.
Presenter: John McGill III Deputy Ethics Counsel from the Office of Attorney Ethics gave a presentation requesting the County Jails to agree to expand their video teleconferencing for Attorney Ethics Hearings involving County Jail inmates.
