New Jersey County Jail Wardens Association

General Monthly Meeting: April 9, 2008 Antonio’s Restaurant West Trenton, New Jersey.

Meeting called to order 10:25 AM quorum present.

Meeting Minutes: Posted on the web site and copies distributed, motion to waive reading of the minutes second and passed Middlesex/Atlantic.

Executive Board Meeting: Warden O’Neill reported that the Executive board met in Toms River on April 4, 2008. Members present were Warden Harron, Warden Saunders, Warden Fraser, Warden Johnson, Warden O’Neill, and Frank Mazzone.

The following updates were discussed for the September conference:

Rich Norcross is available to do session on Critical Stress Incidents.

Former Assemblyman Barns will be available to appear as the opening speaker.

NIC is booked for a full day for legal issues.

Kevin Legravenis will present a session on jail evacuations.

C-TAC will have a breakout session prior to opening ceremonies.

Warden Johnson is coordinating participation with the Pa. Wardens and provided info for their conference. The association will sponsor anyone wishing to attend. He is also working on new association shirts, which will be available at the conference.

Warden Harron spoke with Senator Van Drew re: the State Correctional Police Officer bill and has been advised that it is a title change and is not intended to have any effect on job classification or legal authority. He is willing to meet with the association and include County Corrections. Warden Harron will invite Senator van Drew to the July Meeting in Tuckahoe. Warden Cicchi advised that PTC had no knowledge of the bill and may have issues with it. They will review it and get back to Warden Cicchi.

Warden Cicchi also advised that the PTC has issues with A2327 Accelerated Training and there is a great deal of opposition to the bill. They will contact the association for an opinion if there is any movement on the bill. Generally the Association is not in favor of the bill.

Warden Harron Warden Fraser and Warden O’Neill will meet with representatives form the DOC re: strip search issues.

Treasurer’s Report: Copies distributed, Director Aviles reported the following account balances:

Scholarship $100,038.98

General Checking $37,181.31

Total Assets $137,220.29

Director Aviles reported that the previous report listed a deposit as a debit. That has been corrected on the current report.

President’s Report: Warden Harron reviewed plans to meet with DOC re: the strip search issue and the possible meeting with Senator Van Drew re the Correctional Police Title bill at the July meeting.

The Pa. Wardens Conference is on May 1, 2008 in Erie Pa. anyone interest in attending notify Warden Harron and the Association will sponsor the attendance.

The Garden State Law Enforcement Association Golf outing is on June 17th. The Association will sponsor a foursome. Anyone wishing to participate notify Warden Harron.

Legislative report: Copies distributed Tony Fuccello advised that there has been no legislative activity in Trenton lately. There was some question of A2218 which would require arresting agency to get positive ID on subject before release to help prevent ID theft crime where innocent persons ID is given by arrested subject. Nick Deluca is aware of the bill thinks it may help in getting fingerprinting required for all offenses. It should not have an impact on jails only the arresting PD. Tony will e-mail a copy of the bill to all members.

Scholarship Committee: Warden Saunders advised that applications are available here at the meeting and are posted on the web site. All members should take notice of the changes to the eligibility, application, and selection process as it has been changed from previous years in accordance with the by law change. Warden Saunders advised that Aramark has sponsored foursomes again this year. Thanks to Aramark.

Training Conference: Warden Johnson advised the draft of the conference brochoure is being finalized and preparation of the speaker’s bios is being done now. Dennis McGuigan also asked if we wanted photos of presenters or any officers who have recently passed to include in the brochoure he will need digital photos.

C-TAC: No meeting this month and no report. Warden Cicchi advised that Lt. Marazo is not present, as his sister has just passed away. And asked if the association wanted to send flowers. Lt. Marazo has been a long time member and contributor to the association and his late father is one of the founding members of the association.

PTC: Warden Cicchi reported that the commission wanted our position of certain issues including the Accelerated training bill. Warden Cicchi did not feel comfortable speaking for the association without discussion by the members. The discussion indicated that members felt that the bill would draw away some of their best officers and generally gave a bad impression of corrections as secondary to police and sheriff’s officers. The association voted that it was not in favor of the bill.

CJIS: Capt Fatigante advised that the letter re: the third phase of the photo imaging project has gone out to those agencies participating.

There is some grant money out there and if we are interrested we should apply through the Association. Grant money available, such as the NJ CHIP program are for equipment grants not hiring. Warden Hutler suggested if there may be funding available for gang info going to State Police via CCIS or similar project. Nick Deluca and Paul Dermody advised that they have approached that issue and State Police is not favorable to receiving our gang info. Grant Money availability in 2009 will be worse than what is available in 2008.

Captain Fatigante will provide an update on plans necessary for grants programs.

DOC: Grace Rogers advised that The state lost some bed space and county numbers went up for a short time but have leveled off. When asked about the possibility the DOC going back to UMDNJ for I/M healthcare and how that would affect dealings with the counties, she advised that it is not final but they may be going back to UMDNJ but there is no anticipated effect to the counties.

CCIS: Copies distributed. Paul Dermody reported on the following issues:

CCIS Database conversion project. It initially went well but problems occurred affecting response time. They will continue to work in it.

CCIS data to DOC.

Two Active Grant Projects, CCIS-LiveScan Interface and CCIS programming.

CCIS-Vendor Interfaces

Vendor Interface Grant, funding received will not start until data conversion is completed.

ATS-ACS (Municipal) Automatic Warrant Look Grant Application

OAG: Nick Deluca reported that the search and return function for Live-Scan submissions is still on pace to be competed in 1-2 months, hopefully ready next month. Palm print repository is available as the state police now has the capability to accept the palm prints.

NJAC: Nick DiRocco reported that the annual NJAC conference will be held from June 10-13. Registration material is on their web site or you can contact nick for more info.

Nick advised that re: the state budget, the counties did not do as poorly as the municipalities and colleges did. Nick will be available to help the association with plans to meet with DOC and Legislative committees re the strip search issues and general update of corrections codes. NJAC representatives recently went before the State Supreme Court to argue the Bailey Suit (Cape May Prosecutor sued the county for insufficient budget funding of his office). They feel arguments went well and expect to hear in 6-8 weeks.

Good of the Order: Motion to send flowers to the Marazo family second and passed Ocean/Somerset. Warden Cicchi will make arrangements up to $100.00.

Director Shirley Tyler announced her pending retirement and expressed appreciation to the Association. All expressed best wishes and congratulations on a successful career in State and County Corrections.

Director Merline reminded the members that the memorial events for Sgt. Cruz will be on May 9, 2008 at 2:00 PM

Frank Mazzone reminded members that May 15th is the Law Enforcement Memorial Day and all are authorized to fly colors at half-mast.
